Escalation
Off, every enabled channel pages on every attempt. On, you stage it: primary first, widen to more channels the longer it goes unacked.
Channels join cumulatively: a step adds its channels to everything already paging. A channel that is not enabled in Channels is skipped. Acknowledging stops all of it.
